Description

The Workforce System Manager serves as the EO officer for Workforce Solutions and the PA CareerLink® centers, oversees the Eligible Training Provider List and High Priority Occupation List process and provides direction and technical assistance for all aspects of the EARN program. This position will also assist in the strategic planning and service delivery of the PA CareerLink® centers through direction and technical assistance to the Operator. 

Tasks

  • Serve as EO Officer, including monitoring and evaluating compliance 
  • Develop and implement EO training for staff, PA CareerLink® centers and the Operator
  • Manage the State Eligible Training Provider List and High Priority Occupation (HPO) petition process
  • Provide direction and technical assistance to subcontractors
  • Oversee the Local Management Committee; ensure adherence to DHS guidelines
  • Manage, develop and analyze data in order to recommend solutions to problems and suggest ideas for program improvements
  • Coordinate the development, implementation and execution of regional WDB Memorandums of Understanding (MOUs) with required and non-required partners in the workforce delivery system

Qualifications / Education

  • 2 years of experience with program management in a social service or nonprofit organization.

 Must have extensive leadership and interpersonal skills, and ability to maintain confidentiality.
 Must have a high level of analytical, reasoning and problem-solving skills.
 Must have a high level of judgment and decision-making skills.
 Must be flexible and willing to learn, i.e. new software programs, etc.
 Must have ability to supervise others.
 Must have a valid driver’s license and the ability to travel locally and statewide on a frequent
basis.
 Must have a good knowledge of the regional road system.
 Must have strong written and verbal communication skills.
 Must have strong level mathematical skills.
 Must have competent PC skills and knowledge of MS Office software.
 Sitting: 80%; Walking/standing: 20%
  • 4-year degree in business administration or related area (or related experience)
